What applies

Victoria's circular economy plan includes a four-stream household waste and recycling system. That policy does not establish that a specific business can use a council service or that its chosen packaging is accepted. Resolve those details with the council or collector. Practical checks for your business

These suggested planning steps help organise site information; they are not an exhaustive legal compliance checklist.

  1. List preparation scraps, plate waste and garden material separately from packaging.
  2. Ask whether the proposed service is food-only or food-and-garden organics and obtain the current acceptance list, including liners.
  3. Trial bin locations and staff instructions. Record contamination observations and adjust the arrangement with the provider.

For a disputed requirement or enforcement issue, ask the relevant authority or qualified adviser to identify the current provision and how it applies. Do not rely on an old penalty amount or general website summary.

Keep a usable decision record

Can any certified compostable liner go in the bin?
