A campus waste plan needs more than a single collection schedule. Map teaching areas, catering, laboratories, offices, IT equipment and grounds separately, then assign the person who approves each stream and collection route.
Separate the ordinary and specialist streams

Chemical waste requires a separate process
Victorian government-school chemical policy requires identification, a chemical register, safety data sheets and controls including training for storage, use and disposal. Do not ask students or untrained staff to sort mixed laboratory waste. Keep any educational waste activity within a risk-assessed scope using suitable materials and supervision.
Plan IT refreshes before collection day
Victorian landfills cannot accept e-waste. Confirm equipment, data treatment and the authorised receiving route before removal. EPA Victoria: Electronic waste.
Record asset identifiers and release approval. Ask for the evidence the school or university requires, and reconcile what leaves the campus against the inventory. Do not assume a generic recycling receipt certifies data destruction.
Match collections to the campus calendar
Record term-time, examination, event and holiday usage. Confirm whether catering, maintenance or external tenants remain active during holidays before pausing services. Check contract minimums and restart dates in writing.
At loading areas, coordinate vehicle access with student movement and the site's traffic arrangements. Shared bins need a named owner for overflow and missed-collection escalation.
Measure improvement
Keep invoices, observed fill levels, collection records and destination evidence together. Compare the same operating periods. A smaller bill during school holidays is not by itself proof of better recycling.
