Start a strata waste review with the building's actual service arrangements: council entitlements, any approved waste management plan, private contracts and the owners corporation's responsibilities. There is no universal apartment-count threshold that determines the right collection service.

Establish who is responsible

Consumer Affairs Victoria describes owners corporations as responsible for managing common property. Use the building's own rules, plan and service documents to assign day-to-day waste tasks; this guide does not decide responsibility for a particular lot or dispute.   • Confirm the council service entitlement for the specific address and building.
  • List privately contracted streams and the party authorised to change each agreement.
  • Identify who cleans the bin room, reports missed collections and arranges bulky-item removal.
  • Check access arrangements with the building manager and collection operator.

Make resident instructions specific

Use the collecting service's accepted-material list and consistent labels. Explain where residents should take items excluded from ordinary bins. Give new residents the same instructions as existing residents, including how to book bulky-item collections. Confirm council eligibility and booking conditions rather than promising a fixed number of free collections.

Keep bins and stored items away from required access and escape routes. If layout changes are proposed, involve the building manager and relevant safety advisers before moving containers or installing equipment.

Compare contracts without promising savings
