A fuel levy (or fuel surcharge) is a variable line on a waste invoice meant to pass through changes in diesel prices between contract reviews. Done honestly it is small and moves in both directions: JJ's Waste & Recycling publishes its surcharge as $0.20 to $6.80 per service depending on the fuel price, and Cleanaway describes its fuel surcharge as variable and reviewed monthly. Done badly it is a flat percentage of the whole invoice that never falls, applied to bin rental and levies that have nothing to do with fuel. This page shows you how to tell the two apart.
How a fuel levy is supposed to work
The collector's diesel cost is a share of the cost of each lift. A fuel levy indexes that share to a published fuel price (usually the national or state average diesel price), rising when diesel rises and falling when it falls. Two of the largest providers publish how theirs work:

Note the shape: a fixed dollar amount per service that moves with diesel. That is the honest version.
Three tests for padding
- Does it ever go down? Pull twelve months of invoices. If the fuel levy only ever rose while diesel fell for part of the year, it is not tracking fuel.
- What is it applied to? A fuel levy should apply to the lift or service fee only. If it is a percentage of the whole invoice, it is being charged on bin rental, the landfill levy and administration fees, none of which burn diesel.
- How big is it per lift? Convert the levy to dollars per collection. Against a published $0.20–$6.80 per service, a fuel line of $15–$30 per lift on a single bin needs an explanation.
What to do about it
Ask for the fuel levy formula in writing: the index, the base price and the increment. Contracts that cannot produce one usually drop or cap the levy when challenged at renewal.
