There is no single checklist that certifies every Australian business as waste-compliant. Start with the jurisdiction, activity and materials at each site, then identify the current requirements for classification, storage, transport and the receiving destination.
Build a site compliance register
| Topic | Record to obtain |
|---|---|
| Material and hazards | Description, source, composition and relevant classification advice |
| Storage and handling | Site procedures, risk assessment and responsible person |
| Transport | Applicable permissions, tracking and consignment requirements |
| Destination | Evidence that the receiving place can lawfully accept the specific waste |
| Sewer discharges | Retailer consent and applicable conditions where required |
| Records and incidents | Required documents, retention periods and notification process |
Victorian example: industrial waste duties
EPA Victoria distinguishes industrial waste, priority waste and reportable priority waste, with duties accumulating across that hierarchy. Its guidance covers classification, transport and lawful receipt; engaging a contractor does not erase the duties applying to other people managing the waste. Classification is material-specific. EPA advises obtaining appropriate technical assistance where the waste is difficult to classify. Do not assume every business collector needs the same licence or every stream has the same tracking requirement. EPA Victoria: Classify industrial waste
Check separate regulatory responsibilities
Use the relevant state or territory regulator's current guidance for each location. Confirm council conditions, workplace safety responsibilities and any specialist rules for the activity. For sewer discharges, check the serving water retailer: South East Water publishes its own trade-waste consent information for its service area. South East Water: Trade waste
Keep evidence current
- Match permissions and acceptance to the material and destination, not just a company name.
- Record when information was checked and what change triggers another review.
- Ask about required record retention rather than applying a universal three-year rule.
- Reassess new chemicals, processes, waste types or destinations before changing the service.
- Escalate incidents and uncertain classification to competent advisers.
This register supports a review; it is not a legal certification. See the glossary for terminology and the operational audit checklist.
