Use the right jurisdiction

This guide focuses on Victoria. EPA Victoria’s waste obligations framework distinguishes industrial waste, priority waste and reportable priority waste. Duties accumulate with the classification. Do not treat an interstate label or an old prescribed-waste term as a current classification.

Record what you are handing over

Identify the activity producing the waste, its composition and any relevant testing or safety information. Give the transporter and receiver an accurate description. If the process changes, ask whether the classification or accepted route also changes.

Verify the proposed route

Ask who will transport and receive the material and which permissions or other authorisation apply to that waste and activity. Check the current documentation rather than relying on a generic licence claim. Not every movement has identical permission or tracking requirements.

Make records useful

Keep the classification basis, provider details, receiving arrangement, collected quantities and required tracking records together. Establish retention requirements for the particular waste, approval and business context; this guide does not impose a universal three-year rule on every record.

Respond to a concern promptly

If you suspect unlawful handling, preserve records and contact EPA or an appropriate adviser for the applicable response. Review further collections before continuing with an uncertain arrangement. Do not assume liability automatically flows back in every contractor incident, or that paying an invoice proves adequate checks.

Assign responsibility inside the business

Nominate who reviews providers, receives collection records and follows up discrepancies. Review changes in destination, subcontracting or material. Use documented checks to support decisions; a broker or collector’s reassurance is not a substitute for understanding your duties.
